Supposedly slack tide, when the water isn't moving, is the worst time to fish for Striped Bass. When the water is moving, the specialized tail of Striped Bass enables them to chase down and seize baitfish. When the flow stops, the leverage is gone and they stop chasing.
Even a gamefish knows to conserve energy when the leverage is gone.
